Seal Cove Landslide Surficial Surveying and Monitoring Services

Background

The County of San Mateo is issuing a Request for Proposals (RFP) for Seal Cove Landslide Surficial Surveying and Monitoring Services. The County aims to establish and maintain a long-term surficial monitoring program for the Seal Cove landslide complex and Bluff Retreat. This program will expand upon existing monitoring efforts to provide a comprehensive understanding of ground deformation in the area. The project is motivated by the need to address geologic hazards such as active faulting, rapid erosion, and deep-seated landslide movement documented in the 'Seal Cove Geologic Study'.

Work Details

The selected contractor will be responsible for initializing a new monitoring network and executing ongoing biannual surveys. Key tasks include: 1. Expansion of Ground Survey Monuments: Install 20 new in-ground survey monuments within County roadways, ensuring they are protected from maintenance activities. Baseline readings must be taken within one month of contract approval, followed by quarterly readings. 2. GPS Monitoring: Implement GPS-based survey monitoring for difficult terrains, targeting areas like Ocean Blvd. and Terrace Ave., with approximately 150 data points to monitor features such as scarps and cracks. 3. UAV/Drone Monitoring: Utilize drone technology to assess coastal erosion rates and provide topographic analysis of the landslide complex. 4. Technical Reporting: Deliver Comprehensive Monitoring Reports after each quarterly survey, including executive summaries, data tables, graphic analyses, vector maps, drone imagery, and recommendations for enhancing the monitoring program.

Period of Performance

The anticipated contract term is 2 years with potential extensions. Key milestones include submission of an installation plan within 14 days of contract approval, initialization within 30 days post-approval, quarterly readings throughout the contract duration, and submission of comprehensive reports within 10 days after each quarterly event.

Place of Performance

The services will be performed in the Seal Cove neighborhood located in the unincorporated Moss Beach area of San Mateo County.

Bidder Requirements

Proposers must have a minimum of five years' experience in landslide monitoring; the project lead must be a Licensed Civil Engineer in California. Proposals must also confirm registration with SAM.gov and include details on local business status if applicable.
