Summary: Background The National Institute of Standards and Technology (NIST) is seeking to address critical boiler repairs at their facility in Gaithersburg, Maryland. The CUP boilers are essential for maintaining operational integrity and have been subject to deferred maintenance due to prior plans for demolition. Recent inspections have highlighted the need for immediate repairs to ensure compliance with safety and operational standards, particularly concerning the water column piping and blowdown valves. The goal of this contract is to engage a qualified contractor to perform necessary repairs and maintenance on these high-pressure steam boilers, ensuring reliable steam production and compliance with ASME regulations. Work Details The contractor will be responsible for the following tasks: 1. General Tasks: Provide supervision, labor, materials, tools, and equipment; ensure quality control; provide drawings/datasheets within 10 days of Notice to Proceed; verify conditions and supply identified equipment/materials. 2. Boiler Water Column Piping: Remove existing water columns from boilers #1-#4 and replace them with new piping, valves, and fittings; ensure proper lock-out/tag-out procedures are followed; clean up jobsite debris. 3. Boiler 5 & 6 Blowdown Valves: Remove and replace four blowdown valves (two each on boilers #5 & #6); ensure lock-out/tag-out procedures; notify COR of any hot work required; clean up jobsite debris. 4. Fuel Tank Filtering: Flush, clean, and treat eight 30,000-gallon diesel tanks; perform initial pump-off to remove water; add biocide treatment; filter fuel through separators and multiple filter elements until free of contaminants; add fuel stabilizer as per specifications. Period of Performance The period of performance for this project is 220 days from the signing of the Notice to Proceed. Bidder Requirements Bidders must possess an ASME 'R' stamp certification with a minimum of ten years' experience in high-pressure boiler repairs under ASME regulations. They must maintain current ASME welding certification and NBBI 'R' certification throughout the contract duration. Contractors must provide proof of ASME certification at the time of bid submission. Loss of certification will result in immediate contract termination.
