Annexation Services

Background

The City of Joplin, Missouri, seeks to engage a qualified consultant to provide professional services related to the annexation of properties adjacent to its corporate limits. The goal is to strategically expand municipal boundaries to support growth, improve service delivery, and enhance economic development opportunities.

Work Details

The selected consultant will be expected to provide the following services: 1. Data Collection and Analysis: a. Review existing corporate limits and surrounding areas; b. Coordinate with the City to develop a prioritized list of properties for annexation; c. Create an annexation analysis report and engagement database including property size, owner information, tax assessments, utility services, and jurisdiction details. 2. Stakeholder Engagement: a. Develop a communications plan for property owners and residents; b. Create marketing materials for meetings; c. Regularly meet with stakeholders on the priority list; d. Respond to inquiries and objections; e. Maintain a log of communications for the final report. 3. Implementation Support: a. Assist in executing necessary agreements; b. Support city staff during Council meetings; c. Coordinate with County and State agencies for boundary updates. 4. Other: a. Prepare required notices, petitions, and resolutions; b. Obtain legal descriptions for properties; c. Meet monthly with city staff to discuss progress.

Period of Performance

The contract is expected to commence in July/August 2026 and continue for an estimated duration of 6-12 months, with an initial report anticipated by December 2026.

City of Joplin, Missouri.

Bidder Requirements

Consultants must provide evidence of municipal knowledge (preferably in Joplin), experience in similar projects, references from at least three similar projects, and detailed company profiles including ownership structure and relevant licenses in Missouri.
