Background

The Town of Bethel is seeking Statements of Qualifications from experienced Design-Build teams to provide comprehensive design, engineering, permitting, demolition, site development, and construction services for a new municipal Town Garage. The project will be located at 443 Sand Hill, Bethel, Vermont. The Town aims to utilize a Design-Build project delivery method where a single entity will manage all aspects of the project. The preliminary budget for this project is approximately $2.1 million.

Work Details

The project involves the construction of an 80’ x 100’ (8,000 SF) pre-engineered metal building with a clear height of 22’. Key components include: - Continuous 2’–4’ high concrete stem walls around the perimeter. - A concrete slab with radiant in-floor heating. - Concrete aprons at overhead doors with radiant heat for snow/ice melt. The interior layout consists of: - Utility room (12’ x 12’) - Bathroom (12’ x 16’ with shower stall) - Office (12’ x 12’) - Breakroom (approx. 12’ x 12’) There will be a mezzanine storage area (approx. 12’ x 68’) designed for appropriate live load capacity. Access includes five overhead doors (12’W x 14’H) and two drive-thru bays aligned with the front doors. The selected firm will also handle public approval processes, pre-construction and design services across various engineering disciplines, geotechnical investigations, environmental reviews, demolition of existing structures and utilities, final design coordination, permitting and compliance with Vermont Commercial Building Energy Standards (CBES), site work and utilities installation, full construction including testing and inspections, construction management, and project closeout documentation.

The anticipated project start is between April and May 2027.

Bidder Requirements

Firms must demonstrate relevant experience in similar projects completed in the last ten years, particularly municipal or state projects. They should have experience with municipal bond voting processes and specific construction elements such as metal buildings and radiant floor heating systems. Respondents must provide evidence of bonding capacity sufficient for the anticipated project value along with a letter from a qualified surety indicating bonding limits. Insurance requirements include maintaining coverage that meets Vermont municipal standards.
