Background

The Alaska Department of Transportation and Public Facilities (DOT&PF) is issuing this Request for Information (RFI) to gather feedback from contractors regarding their availability, capability, and interest in providing airside ramp snow removal services at Ted Stevens Anchorage International Airport (ANC) during the 2026-2027 winter season. ANC operates one of the largest air cargo hubs globally and requires effective snow and ice removal on its extensive airside pavement areas to ensure operational efficiency during winter weather events. This RFI is intended for planning purposes only and does not constitute a solicitation or guarantee of future procurement.

Work Details

The contractor will be required to provide equipment, operators, supervision, fuel, maintenance, and all necessary resources for snow removal operations on designated airside ramp areas. Services may include: - Snow plowing and relocation within designated ramp areas. - Support of airport snow removal operations during winter weather events. - Mobilization upon request by airport personnel. - Compliance with all airport safety, security, and operational requirements. - Coordination with Airport Operations and Airfield Maintenance personnel. The estimated area under consideration consists of approximately 5.5 million square feet of airside pavement. The contractor will be responsible for common-use ramp areas while preferential-use areas will be serviced by tenant operators. Equipment requirements include five (5) wheel loaders comparable to a Caterpillar 980-size loader or equivalent, each equipped with a box plow having a minimum clearing width of twenty-four (24) feet.

Period of Performance

The anticipated period of performance for the contract is from October 15, 2026, through April 1, 2027.

The services will be performed at Ted Stevens Anchorage International Airport (ANC), located in Anchorage, Alaska.

Bidder Requirements

Contractors must demonstrate the ability to dedicate all primary snow removal equipment exclusively to ANC during the contract period. Equipment must be maintained within the Anchorage area to ensure operational readiness. Contractors should also have experience providing airport snow removal services in severe winter environments and must comply with airport security badging requirements.
