IEP Facilitation & Training

Background

The Department of Elementary and Secondary Education (DESE) aims to establish a contract for training and certification of IEP meeting facilitators. This initiative responds to the requirements set forth by the Individuals with Disabilities Education Act (IDEA), which mandates IEP team meetings for each child with a disability. With approximately 133,000 students with IEPs in Missouri, there is a recognized need for trained facilitators to assist in resolving conflicts during these meetings. The state’s Special Education Advisory Panel (SEAP) has recommended statewide training for all school districts to enhance support for districts and parents in focusing on the needs of children and reaching meaningful agreements.

Work Details

The contract involves the provision of training and certification services for IEP meeting facilitators using Key2Ed Inc.'s proprietary training program titled 'Conflict Prevention and Resolution through IEP Facilitation'. This program includes various instructional materials such as videos, diagrams, charts, manuals, electronic files, and other related workshop materials. Key2Ed Inc. is identified as the sole provider capable of delivering this specialized training due to its proprietary nature and established expertise in building state capacity to train trainers under federal statute.

Period of Performance

The contract will be effective from the date of contract signing through one (1) year, with options for three (3) one-year renewals.

Place of Performance

The services will be performed statewide across Missouri, targeting all school districts.

Bidder Requirements

Key2Ed Inc. is the only organization that meets DESE’s specific training requirements due to its proprietary materials and expertise. The solicitation is classified as a Single Feasible Source under RSMo 34.044 because the required services are proprietary and only available from this single provider.
