Summary: Background This solicitation is issued by the Marine Corps Installations National Capital Region (MCINCR) for Fire Ground Ladder and Hose Testing services. The contract aims to ensure that all government-owned fire hoses and ground ladders are safe, serviceable, mission-ready, and compliant with current standards as outlined in various NFPA regulations. This acquisition is set aside 100% for Small Business concerns. Work Details The Contractor shall provide all personnel, supervision, labor, materials, tools, test equipment, transportation, and quality control necessary to perform comprehensive inspection, service testing, documentation, and reporting of Government-owned fire hose and ground ladders. All work must comply with NFPA 1962, NFPA 1932, and NFPA 1930 standards as well as Marine Corps Fire & Emergency Services Program requirements. Specific tasks include: 1. Pre-Work Coordination: Conduct a kickoff meeting with the Government Representative (GR), review inventory lists for hoses and ladders, establish a testing schedule that minimizes operational impact, and identify necessary resources such as space and water supply. 2. Fire Hose Inspection: Perform detailed inspections of each hose section prior to testing including evaluating jacket condition, coupling condition, liner condition, and identification verification. 3. Ground Ladder Inspection: Conduct visual and mechanical inspections of each ground ladder prior to load testing focusing on structural integrity and mechanical parts. 4. Fire Hose Service Testing: Conduct service testing in accordance with NFPA standards; any hose that fails must be tagged and segregated. Period of Performance The contract has a twelve (12) month base period of performance starting from August 24, 2026, with four option periods extending through August 23, 2031. Bidder Requirements Bidders must meet the following requirements: - Must be a Small Business concern as this solicitation is set aside exclusively for small businesses. - Key personnel qualifications: Proof of training certificates or manufacturer authorizations demonstrating that proposed Lead Technicians and testing crews are qualified under NFPA standards. - Ability to manage environmental impacts related to high-volume water runoff during testing activities.
