This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in Federal Acquisition Regulation (FAR) Part 13 using Simplified Acquisition Procedures (SAP). This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation will be posted to the System for Award Management at https://sam.gov/ and/or Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. The RFQ number is N5005426Q0143. This solicitation documents and incorporates provisions and clauses in effect though FAC 2025-06 and the DFARS Change notice 20251110. The Mid-Atlantic Regional Maintenance Center (MARMC) requests responses from qualified sources capable of providing Flight Deck Lighting Supplies and Services that are identified in the attached Statement of Work (SOW). All parts shall be new. No refurbished or used parts will be accepted.

Background The Mid-Atlantic Regional Maintenance Center (MARMC) is seeking qualified sources to provide Flight Deck Lighting Supplies and Services as part of a combined synopsis/solicitation. The goal of this contract is to ensure the functionality and safety of flight deck lighting on the USS Bataan, aligning with the agency's mission to maintain operational readiness. Work Details The contractor will be responsible for the removal and testing of flight deck lights, including: observing operational testing with Ship’s Force, reinstallation of retained and acquired materials, removal and reinstallation of various bulbs, gaskets, lenses, and guards for Nozzle Rotation, Spot Pad, Safe Parking, STBD Edge, Athwartship, and Deck Edge Blue Lights. Additionally, the contractor will replace corroded foundations and brackets, install primer and paint on disturbed surfaces due to welding, clear tags and WAFs for testing lights with Ship’s Force, and provide electrical support services for AVCERT related items. Period of Performance The expected duration for completion is from 15 July 2026 until 05 October 2026. Place of Performance The contract will be performed at NASSCO-Norfolk, located at 200 Ligon St, Norfolk, VA 23523. Bidder Requirements Bidders must possess Joint Certification Program (JCP) certification to handle/access DOD unclassified export controlled technical data. All parts provided must be new; refurbished or used parts will not be accepted. Incumbent Analysis (see Incumbents section for more detail) The solicitation for Flight Deck Lighting Repair Services appears to have a closely related prior contract, N5005424P0247, awarded to Avmac for a “Flight Deck Light Assessment for the USS Bataan” (09/27/24–10/30/25) valued at $111,704. The current work includes removing, testing, reinstalling, and replacing flight deck lighting components and associated electrical support on the same vessel, which is consistent with a continuation from assessing flight deck lighting conditions into performing repairs and corrective actions.
