Summary

The 88th Medical Group (88 MDG) at Wright-Patterson Air Force Base (AFB), Ohio, has a requirement for non-personal services to provide comprehensive preventive maintenance and on-call repair services for commercial food service equipment. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and transportation necessary to ensure the continuous operation of equipment located at the Nutritional Medicine Flight (Building 830) in accordance with the attached Performance Work Statement (PWS). (Note: This is a re-solicitation of previously canceled requirement HT940726E002. This requirement is now being solicited on an Unrestricted basis).

KEY STANDARDS

The Contractor will be required to perform scheduled quarterly Preventive Maintenance (PM) and provide on-call remedial and emergency repair services (including a mandatory 4-hour on-site response time for emergencies). Technicians must possess current, relevant commercial equipment certifications (e.g., HVAC Level II, EPA 608 Universal) and a minimum of five (5) years of corporate experience in commercial kitchen equipment repair. Additionally, IAW FAR 52.223-23, replacement parts must be ENERGY STAR or FEMP-designated to the maximum extent practicable.

The goal of this contract is to ensure the continuous operation of kitchen equipment located at the Nutritional Medicine Flight in accordance with the Performance Work Statement (PWS). This solicitation is a re-solicitation of a previously canceled requirement and is now being solicited on an unrestricted basis. Work Details The contractor shall provide all personnel, equipment, tools, materials, supervision, and transportation necessary to perform the following tasks: - Perform scheduled quarterly Preventive Maintenance (PM) on kitchen equipment, including combi ovens, stoves, evaporator coil units, salad bars, ice makers, serving lines, and ware washing machines. PM must be scheduled during the first week of March, June, September, and December. - Provide on-call remedial maintenance services within 24 hours for non-emergency service calls available 24/7. - Respond to emergency maintenance calls within 4 hours for any equipment failure that creates a physical hazard or impedes safe execution of kitchen duties. - Ensure all replacement parts meet ENERGY STAR® or FEMP-designated standards and comply with OEM guidelines. - Provide detailed service reports within 48 hours after maintenance that include reasons for service calls, time required for maintenance, parts utilized with prices, and technician signatures. Period of Performance The contract will consist of a 12-month Base Period from August 1, 2026 to July 31, 2027 and four (4) additional 12-month Option Periods. Place of Performance The work shall be performed at Wright-Patterson Air Force Base, Ohio, specifically at Building 830 in the Nutritional Medicine Flight dining facility. Bidder Requirements Bidders must ensure their technicians possess current certifications relevant to commercial kitchen equipment repair including R-410A Technician Certification and HVAC Level II Certification with a minimum of five years of experience in commercial kitchen equipment maintenance. Technicians must also be certified to perform maintenance on specific brands such as Hobart and Traulsen. Additionally, contractors must not employ individuals who pose a conflict of interest with U.S. Government employees.
