Background This solicitation is issued by the 92d Contracting Squadron for Recycling Services at Fairchild Air Force Base (FAFB), WA. The goal of this contract is to provide comprehensive recycling services that align with federal, state, and local regulations while promoting sustainability and environmental responsibility. The contractor is expected to implement innovative approaches to enhance efficiency and effectiveness in recycling operations. Work Details The contractor shall perform the following tasks: 1. Develop recycling collection routes and schedules for submission to the Contracting Officer (CO) prior to contract performance; ensure 100% collection and processing of recyclables weekly. 2. Provide additional recycling containers for special events as requested by the CO or Contracting Officer Representative (COR). 3. Maintain collection points as specified in Appendix A, with adjustments made as necessary based on workload changes. 4. Refuse collection services for contaminated materials exceeding 25% non-recyclable content by volume. 5. Accept and store government-provided recycling containers, track their usage, and report on their status monthly. 6. Weigh all recycled materials according to state regulations and ensure proper transportation of materials to off-base facilities while meeting all regulatory requirements. 7. Conduct educational training sessions annually for base personnel regarding recycling practices and provide printed materials for public dissemination. Bidder Requirements Bidders must meet small business set-aside requirements as this acquisition is exclusively for small businesses. Contractors must also have personnel certified to operate specialized equipment such as forklifts if required. Incumbent Analysis (see Incumbents section for more detail) The prior contract FA462024C0008 for recycling services at Fairchild AFB was awarded to Corporate Waste Solutions for $567,550 (10/01/24–09/30/26) and required the contractor to maintain the base recycling program in accordance with the PWS. The current “Recycling Services” effort calls for ongoing weekly collection and processing, container management, material weighing and regulatory-compliant transportation, and annual education/training—activities that appear to be a continuation of the same base recycling program requirements.
