Background

The Department of Toxic Substances Control (DTSC) is soliciting bids for Translation, Interpretation, and Transcription Services as part of its Site Mitigation and Restoration Program (SMRP) under the Cleanup in Vulnerable Communities Initiative (CVCI). The mission of DTSC is to protect California's people and environment from harmful effects of toxic substances by restoring contaminated resources and enforcing hazardous waste laws.

Work Details

The contractor will provide the following services: 1. **Translation Services**: Translations for various languages including English to Armenian, Cantonese, Farsi, Hmong, Korean, Mandarin, Samoan, Russian, Spanish, Tagalog, Vietnamese, Japanese, Arabic, Hindi, Mixtec, Nahuatl, Pashto, Portuguese, Punjabi, Sindhi, Somali, Thai, Urdu, Zapotec and Braille. Desktop Publishing (DTP) services are also required to maintain the visual appearance and readability of translated documents. 2. **Interpretation Services**: Real-time interpretation at public meetings and events across California or online platforms like ZOOM or BlueJeans. This includes simultaneous or consecutive interpretation in multiple languages as needed. The contractor must provide certified interpreters who can manage equipment necessary for interpretation. 3. **Transcription Services**: Accurate transcription of audio recordings with delivery options including original certified copies and electronic formats. Transcripts must adhere to specific formatting standards as outlined in the solicitation.

Period of Performance

The contract will be effective until June 29, 2028.

Place of Performance

Services will be performed throughout California at various locations as specified by DTSC.

Bidder Requirements

Bidders must provide documentation including a Cost Sheet, Certification of Interpreter or Translators, Code of Ethics Statement, Bidder Declaration form listing any current certifications (e.g., Small Business), references for similar work performed within the last 10 years, and a Commercially Useful Function Evaluation Form. All interpreters must have valid certifications issued by recognized authorities.
