Background

The Franklin County Natural Resources Conservation District (FCNRCD), supported by the Natural Resources Conservation Council (NRCC) under the Enhancement Design and Implementation Block Grant (EDIBG) program, is seeking bids from qualified contractors for the installation of a bioengineered shoreline on Lake Carmi. This project aims to stabilize an eroding shoreline and enhance the ecological integrity of the area.

Work Details

The project involves the stabilization of an eroding shoreline on Lake Carmi through the installation of encapsulated soil lifts with a stone toe. The work area is approximately 50 feet long with a bank height of about 4 feet. The stone toe will be approximately 2 feet tall, constructed from stacked stones, with three layers of 6-inch encapsulated soil lifts installed above it. Large stones from the north end will be reused in this construction. Additionally, infiltration steps will be installed in the northern area. The contractor is responsible for hauling off approximately 16 cubic yards of excess cut material and ensuring that fill is not placed within wetlands or floodplain corridors. FCNRCD will handle planting in the encapsulated soil lifts and buffer area.

Period of Performance

The construction is scheduled to begin on August 10, 2026, and is expected to be completed by October 1, 2026. The construction window is based on typical low water levels on Lake Carmi and is anticipated to take one month or less.

Place of Performance

The contract work will be performed at Lake Carmi, specifically at a U-shaped parcel maintained as common land by the Black Woods Association (BWA), located in Franklin, Vermont.

Bidder Requirements

Contractors must comply with all applicable laws and regulations related to project performance. They are required to maintain specific insurance coverages including workers' compensation, general liability, and automotive liability insurance as per Vermont State Insurance Specifications. Contractors must also provide certificates of liability insurance prior to commencing work.
