Background

The Central Vermont Solid Waste Management District (CVSWMD) is a union municipality serving 19 municipalities in Vermont. Its mission is to provide education, advocacy, and services for residents and businesses to reduce and manage solid waste, thereby protecting public health and the environment. CVSWMD is the second largest solid waste district in Vermont, serving approximately 53,000 people. The district is seeking proposals from qualified firms of Certified Public Accountants licensed in Vermont to audit its financial statements for the fiscal year ending June 30, 2026, with options for two subsequent years.

Work Details

The selected auditor will perform an audit of CVSWMD's financial statements in accordance with generally accepted accounting principles (GAAP) as defined by the Governmental Accounting Standards Board (GASB). The auditor will express opinions on the fair presentation of general-purpose financial statements and individual fund financial statements. The audit must comply with generally accepted auditing standards set forth by the American Institute of Certified Public Accountants and the U.S. Government Accountability Office’s Government Auditing Standards. Additionally, the auditor will assess internal accounting controls and report any reportable conditions found during the audit. The final deliverables include one electronic PDF copy and three bound copies of the final audit report, along with additional copies to relevant state agencies as required.

Period of Performance

The contract will cover a three-year period starting from the fiscal year ending June 30, 2026, with specific milestones for each year outlined in the proposal. Key dates include: - September 30, 2026: CVSWMD provides necessary records; - October 30, 2026: Auditor completes fieldwork; - November 30, 2026: Draft report provided; - December 31, 2026: Final report delivered.

Bidder Requirements

Bidders must be qualified firms of Certified Public Accountants licensed to practice in Vermont. They are required to provide certificates of insurance evidencing professional liability/errors and omissions coverage in a minimum amount of $1,000,000 and workers’ compensation coverage. Proposals must include a technical section demonstrating qualifications and experience in government auditing as well as a cost proposal. Firms must also disclose any similar engagements performed within the last five years.
