Construction Manager at Risk Services for College and Career Academy Renovation

Background

The Bartow County School System (BCSS) is seeking competitive sealed proposals from qualified contractors for Construction Manager at Risk (CMAR) Services. The goal of this contract is to provide pre-construction and construction services for the renovation of the College and Career Academy located in Cartersville, GA. This project aims to enhance educational facilities and improve operational efficiency within the school system.

Work Details

The project involves three main components: 1) Renovation of the lower level of the College and Career Academy building to create a Central Registration Office (CRO); 2) Renovation of the existing football fieldhouse for Transitional Academy (TA) classroom spaces; 3) Construction of a new facilities office shop between the football and baseball fields. Site modifications will include bus drop-off and pickup areas, visitor parking, grading, paving, curb and gutter installation, storm drainage systems, soil erosion control with a detention pond system, landscaping, and installation of landscape islands. The existing building envelope will be modified for improved natural lighting. The new Facilities Offices will be constructed as a Pre-Engineered Metal Building (PEMB). Interior finishes may include various flooring types such as SVT, LVT, or carpet where acoustics are prioritized. Building systems will encompass HVAC modifications for energy optimization, electrical service supply with LED lighting controlled by occupancy sensors, and plumbing systems including water supply and sanitary waste systems.

Period of Performance

The contract period is expected to commence upon award in July 2026 and continue through the completion of construction services as outlined in the proposal documents.

Place of Performance

The work will be performed at the College and Career Academy located at 738 Grassdale Rd NW, Cartersville, GA 30121.

Bidder Requirements

Bidders must demonstrate sufficient bonding capacity for anticipated total costs between $30 million to $36 million. They must hold a current Contractor’s Public Liability Insurance policy with specified minimum coverage limits. Bidders must possess all necessary licenses to operate in Georgia including a valid Georgia General Contractor’s License. Additionally, firms must show evidence of sufficient cash flow with a current ratio of 1.0 or higher and maintain an Experience Modification Rating (EMR) of 1.2 or less.
