Background

Bidder Requirements

Bids must be submitted electronically via the Bid Express website. Bidders must register with Bid Express and have a paid subscription to their Internet Bidding Service. A digital ID is required for bidding in Maryland. No bid, performance or payment bonds are required for bids less than $100,000; however, bids of $100,000 or more must include a Bid Security equal to at least 5% of the total amount bid. Successful bidders on contracts over $100,000 will need to provide Payment and Performance Bonds.
