The Maryland Department of Transportation (MDOT) and the Maryland Transit Administration (MTA) are issuing this Invitation for Bids (IFB) for the LTR North 5kV Utility Replacement at Various Locations – Phase 2. This project is federally funded and aims to replace the Light Rail 5kV signal power distribution system at multiple crossings in Baltimore City and Baltimore County. The contract is part of MDOT's mission to enhance transportation infrastructure and ensure safety in transit operations.
The contract involves the construction of new electrical equipment to replace the existing Light Rail 5kV signal power distribution system at various locations including Electric Lock (723N), Industry Ln crossing (730N), Recycle Way Crossing (754N), Warren Rd Electric Lock (758N)/Warren Rd Crossing (761N), Beaver Dam Rd Crossing (781N), Front Office Crossing (845N), and Shawan Rd Crossing (897N). Specific tasks include: 1. Conducting site surveys to identify existing utilities. 2. Performing hand-dig trenches, directional boring, or other approved digging methods. 3. Installing power distribution equipment, associated cables, conduits, electrical handholes, and accessories. 4. Establishing power interfaces between existing and new distribution equipment. 5. Installing conduits, a meter box, and other equipment as per BGE’s specifications and contractor’s drawings. 6. Acquiring and connecting to BGE-installed utility service for existing Wayside Instrument Cabinets (WIC) and Electric LOCs. 7. Conducting MTS commissioning and other necessary tests.
The contract duration is set for 547 calendar days from the date of Notice to Proceed.
The work will be performed in various locations across Baltimore City and Baltimore County, Maryland.
Bidders must comply with specific requirements including: a Non-Disclosure Agreement (NDA) for access to confidential information; submission of a Bid Bond amounting to 5% of the total bid price; completion of various forms such as Contractor’s Questionnaire, Bid Form, Affidavit of Individual Surety, Insurance Certificate as per Owner Controlled Insurance Program guidelines, and others as specified in the solicitation documents. Additionally, bidders must be registered with the State Department of Assessments and Taxation (SDAT) and be in good standing.
