Background

The Maryland Aviation Administration (MAA) is seeking to procure Construction Management and Inspection (CMI) Services for projects at Baltimore/Washington International Thurgood Marshall Airport (BWI Thurgood Marshall) and Martin State Airport (MTN). This contract is designated as a Certified Small Business (CSB) Procurement, limited to certified small business vendors as per the Maryland State Finance and Procurement Article. The MAA aims to award up to two contracts based on the evaluation of technical proposals submitted in response to this Request for Technical Proposal (RFTP). The estimated budget for these services is not to exceed $4,500,000, with a contract duration of up to five years.

Work Details

The Consultant shall provide comprehensive CMI services which include: 1. Building Permit Coordination, Plan Review, and Inspections: - Conduct reviews and inspections for projects involving MAA tenants and non-Capital projects. - Perform inspections in accordance with Maryland's construction codes and MAA Planning & Engineering Guideline Standards. - Handle approximately 120 permits annually, including building permits (60%), installation permits (30%), and single trade permits (10%). - Provide emergency or after-hour inspections as required. 2. Fire Protection Inspections and Compliance Support: - Provide professional fire protection engineering services including design reviews, inspections, and testing services for assigned projects. 3. Construction Invoice Auditing: - Evaluate design and construction management invoices ensuring compliance with project specifications. 4. Establish a local office near BWI or MTN as requested by MAA.

Period of Performance

The contract will be performed over a period not exceeding five years from the Notice to Proceed, with the possibility of extending the contract duration as needed.

Place of Performance

Services will be performed at Baltimore/Washington International Thurgood Marshall Airport (BWI Thurgood Marshall) and Martin State Airport (MTN), with the requirement for the Consultant to establish a local office nearby.

Bidder Requirements

This procurement is limited to certified small business vendors under the Maryland Department of Social and Economic Mobility’s Office of Small, Minority & Women Business Affairs Small Business Reserve Program. Firms must demonstrate recent experience in CMI services at medium or large air carrier airports in the U.S., possess necessary state licenses and certifications, and submit a complete Standard Form (SF) 330 along with their proposal.
