Background

The Missouri Department of Economic Development (DED) is seeking information from the vendor community to understand cloud-based solutions that can automate manual workflows and connect disparate systems for tax incentives and grants administration. The initiative aims to modernize DED's operations, which currently rely on approximately 150 separate data sets across 65 individual programs, to enhance operational efficiency and staff effectiveness. This RFI is intended to gather critical details that will inform the design of a flexible and competitive Request for Proposal (RFP) and subsequent contract structure.

Work Details

Vendors are expected to provide insights into cloud-based solutions that can automate existing program requirements, streamline manual tasks, ensure compliance with federal and state regulations, and allow for quick incorporation of new programs or changes. The system should support an integrated database, secure internal processing capabilities, a public-facing portal for customer interactions, role-based access controls, robust reporting tools, mobile access, and automated workflows. Additionally, vendors should outline their approach to project management, system validation, training, technical assistance, data mapping and migration, as well as ongoing support services.

Period of Performance

The responses to this RFI are due by July 10, 2026. The anticipated project start date is by the end of the calendar year 2026.
