T-38A Virtual Reality Part Task Trainer (VRPTT) Maintenance in accordance with the attached Performance Work Statement (PWS) dated 23 April 2026. This Sources Sought Synopsis (SSS) is in support of market research being conducted by the United States Air Force (USAF). This market research is being conducted to increase competition for this requirement by identifying potential sources and to gauge small business interest to determine whether or not this requirement can be satisfied with a Small Business Set-Aside. The Government will use the information gathered through publication of this SSS to determine the best acquisition strategy for this requirement. The Government is interested in all potential sources including Small Businesses, Small Disadvantaged Businesses, 8(a) businesses, Service-Disabled Veteran- Owned Small Businesses, HUBZone Small Businesses, Women-Owned Small Businesses, etc. Potential sources shall be capable of furnishing all labor, materials, facilities and equipment required to accomplish the maintenance services in accordance with the attached Performance Work Statement (PWS) dated 23Apr2026. Background The United States Air Force (USAF) is conducting market research to identify potential sources for the maintenance of the T-38A Virtual Reality Part Task Trainer (VRPTT). The goal is to increase competition and gauge small business interest in fulfilling this requirement. The contract will involve providing all necessary labor, materials, facilities, and equipment as outlined in the Performance Work Statement (PWS) dated April 23, 2026. This effort aims to determine the best acquisition strategy for the requirement. Work Details The contractor shall provide trained engineers and maintenance personnel capable of supporting and sustaining the T-38 VRPTT. Key tasks include: 1. Replacing broken and corroded parts as necessary; 2. Calibrating all systems to ensure synchronization during use; 3. Ensuring full VRPTT capability aligns with intended behaviors being simulated; 4. Updating the VRPTT within 180 days of any aircraft upgrade/modification; 5. Inspecting for potential design defects and reporting them to the Contracting Officer Representative (COR) with a corrective action plan; 6. Implementing modifications as directed by the COR; 7. Inspecting and documenting deterioration, electrical defects, failures, severed items, missing hardware, loose hardware, and other discrepancies on AF Form 781; 8. Maintaining cleanliness of work areas and presenting a professional appearance. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance The contract will be performed at Whiteman Air Force Base. Bidder Requirements Potential bidders must possess the necessary licensing to perform work on the T-38 VRPTT system. Contractors must also adhere to Operational Security (OPSEC) requirements as determined by the 509 OSS OPSEC Program Manager, including restrictions on electronic devices in government spaces and confidentiality regarding government operations.
