Replacement of HVAC equipment at the City s Lucy F. Simms Continuing Education Center

Background

The City of Harrisonburg, Virginia is issuing this Request for Qualifications (RFQ) to solicit Statements of Qualifications (SOQs) from interested vendors to serve as the Design-Builder for the replacement of HVAC equipment at the Lucy F. Simms Continuing Education Center. This facility, built in 1938 and reconstructed in 2004, serves various community programs and is listed on the National Register of Historical Places. The goal of this RFQ is to identify qualified Offerors who can successfully execute the design and construction of the project, evaluated through a two-phased selection process as per Virginia Code 2.2, Chapter 43.1.

Work Details

The project scope includes a complete replacement of heating, ventilation, air conditioning (HVAC), and electrical systems at the Simms Center. Specific tasks include: - Replacement of one (1) air-cooled, 200-ton chiller with 30% propylene glycol. - Installation of two (2) 2,400,000 BTU natural gas boilers. - Replacement and addition of twenty-eight (28) fan coil units (FCUs) to improve heating and cooling in historical sections. - Upgrade control systems for space temperature adjustment and remote connectivity. - Address excessive noise levels from the HVAC system in the auditorium. - Replacement of associated hot water pumps and variable frequency drives (VFDs). All work must be reviewed by the National Park Service prior to commencement.

Period of Performance

The anticipated schedule includes key milestones such as: RFQ advertisement on May 13, 2026; submission deadline for SOQs on June 16, 2026; anticipated release of short-list on June 30, 2026; RFP release date on July 02, 2026; proposals due by August 05, 2026; and contract award expected by September 01, 2026.

Place of Performance

The contract will be performed at the Lucy F. Simms Continuing Education Center located at 620 Simms Avenue, Harrisonburg, VA 22802.

Bidder Requirements

Offerors must include a licensed Class 'A' contractor and an Architect or Engineer registered in Virginia as part of their project team. The Offeror's team must remain intact throughout the procurement process unless changes are approved by the City. Additionally, Offerors must demonstrate experience with similar projects and provide proof of having completed at least three relevant projects using Design-Build methodology.
