Background

The Virginia Port Authority (VPA) is seeking proposals to establish a contract for the provision of battery-electric forklifts to support operations at Norfolk International Terminals (NIT) and Richmond Marine Terminal (RMT). This initiative is part of VPA's efforts to accommodate significant growth in its operations, as it has become the third largest general cargo port on the US East Coast. The goal is to procure up to sixteen (16) Medium Duty Forklifts and four (4) Heavy Duty Forklifts, enhancing efficiency and sustainability in terminal operations.

Work Details

The contract involves providing up to sixteen (16) new battery-electric Medium Duty Forklifts and up to four (4) new battery-electric Heavy Duty Forklifts. The selected contractor must ensure that the forklifts meet or exceed performance, safety, durability, and operational requirements specified in Exhibit C. Proposals must include detailed technical specifications, warranty coverage of at least 24 months or 6,000 operating hours for machines, and an 8-year or 3,000 charge cycle warranty for batteries. Additionally, the contractor must provide a delivery and commissioning plan that includes functional testing and verification of performance levels prior to acceptance.

Period of Performance

The contract will commence upon execution and will remain in effect until October 1, 2030.

Place of Performance

The services will be performed at Norfolk International Terminals (NIT) in Norfolk, VA, and Richmond Marine Terminal (RMT) in Richmond, VA.

Bidder Requirements

Offerors must demonstrate compliance with the Build America, Buy America Act (BABA), provide evidence of zero-emission technology deployment compliant with EPA standards, and confirm adherence to OSHA standards. They must also certify they are not debarred from contracting with public entities. Proposals should include information on local service providers capable of supporting maintenance needs.
