Background

The City of Franklin is seeking a consultant for the WAR-East Second Street project, aimed at upgrading traffic signals and fiber optic interconnect improvements along State Route 73/East Second Street. This project spans approximately 1.65 miles from Riley Boulevard to Interstate 75 and includes enhancements at seven signalized intersections. The estimated construction cost for this project is $2,283,701.00.

Work Details

The services required include the preparation of construction contract plans for traffic signal upgrades and fiber optic interconnect improvements. Specific tasks include: - Full reconstruction of traffic signals at three intersections: East Second Street at Charles Street/Victory Lane, Millard Drive, and Deardoff Road. This will involve new mast arm poles, signal heads, traffic control equipment, CCTV cameras, and emergency vehicle preemption systems. - Upgrades to the remaining intersections will involve fiber optic communication and controller upgrades to integrate the corridor into the City’s existing Advanced Traffic Management System. - Design services required include non-complex roadway design, subsurface utility location services, traffic signal system design, ITS design and operations, and limited highway lighting design.

The anticipated date of authorization for the selected consultant is August 2026, with plans to be completed and on file with the City of Franklin by December 15, 2027.
