This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation number 12FPC326Q0022 is issued as a Request for Quotation (RFQ) for performance of an Initial Areawide Market Analysis for California and subsequent annual AWMA recertifications or AWMA amendments for each following FY not to exceed 4 additional years. This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 531320. The small business size standard is $9.5 million. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.
Background The United States Department of Agriculture’s Natural Resources Conservation Service (NRCS) is issuing this solicitation to obtain services for an Areawide Market Analysis (AWMA) in California. The NRCS aims to purchase conservation easements to assist landowners in restoring, protecting, and enhancing wetlands through the Agricultural Conservation Easement Program - Wetland Reserve Easement Component (ACEP-WRE). The goal of the AWMA is to provide fair market values for land types typically enrolled in ACEP-WRE, ensuring compliance with NRCS guidelines. Work Details The contractor will conduct an initial AWMA for the fiscal year and subsequent annual recertifications or amendments for up to four additional years. Key tasks include: 1. Determining proposed market areas and land use types as identified by the NRCS State Conservationist. 2. Delivering AWMA products that comply with NRCS specifications, including written and digital reports, participation in meetings, and attendance at NRCS-approved training sessions. 3. Providing fair market value (FMV) assessments on a per-acre basis for each identified market area and land use type. 4. Selecting comparable properties for analysis, administering adjustments for property differences, and ensuring compliance with USPAP standards. 5. Monitoring market conditions and reporting any significant changes in FMVs annually. Period of Performance The contract will be performed over an initial fiscal year starting October 1st and ending September 30th, with the possibility of four additional years for recertifications or amendments. Place of Performance California Bidder Requirements Bidders must be a State-certified general real property appraiser or obtain a temporary practice permit equivalent to a State-certified general real property appraiser in compliance with FIRREA. They must be in good standing with their licensing authority without disciplinary action within the past five years. Bidders should demonstrate competency in conducting market analyses of rural and agricultural properties compliant with USPAP standards. This solicitation is set aside for small business concerns. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on contract 12FPC321P0169, awarded to Loveall, Jerry (value $127,500; 09/01/21–12/31/25), for an “Area Wide Market Analysis for NRCS-California ACEP-WRE.” The current AWMA scope similarly requires initial areawide market analysis for California and subsequent annual recertifications or amendments, including FMV determinations using comparable properties and USPAP-compliant market analysis. The overlap in program (ACEP-WRE), geography (NRCS California), and deliverable type suggests the new effort is a continuation of the same AWMA work cycle.
