The Authority is seeking proposals to prepare a facility master plan and emergency operations plans for its existing water treatment plant and associated infrastructure, including the reservoir and distribution trunkline. This initiative aims to address vulnerabilities in the current system and ensure long-term resiliency and capacity improvements.

Work Details

The selected contractor will be responsible for: 1. Developing a Facility Master Plan that includes: a. Reviewing existing facilities through design studies, as-built documents, and field investigations. b. Confirming water demand projections for the next 50 years using state demographic data. c. Identifying potential regulatory changes impacting facilities. d. Conducting detailed condition assessments as necessary. e. Assessing deficiencies and vulnerabilities in existing facilities. f. Proposing modernization opportunities to improve infrastructure resilience and capacity. g. Identifying potential capital projects over the next 50 years with planning-level cost estimates and timelines. h. Facilitating workshops with Project 7 staff and stakeholders to reach consensus on preferred projects. i. Preparing a final report summarizing findings and recommendations. 2. Developing Emergency Operations Plans that include: a. Reviewing existing emergency plans through facility assessments and workshops with staff to identify operational vulnerabilities. 3. Performing technical evaluations for identified vulnerabilities, including actions to address water quality changes due to emergencies, hydraulic calculations for emergency water delivery from Cerro Reservoir, distribution strategies during reduced output scenarios, and interconnect options between member entities' systems. 4. Preparing planning-level cost estimates for recommended improvements and summarizing methodologies in a final document for operational training purposes.

Period of Performance

The contract period is expected to commence upon notice of award anticipated on August 27, 2026, with project completion targeted by September 1, 2027.

Place of Performance

The work will primarily take place at the Project 7 Water Authority facilities located in Montrose, Colorado.
