Background

The City of Hazelwood, Missouri, is issuing a solicitation for the 2026/2027 Parks & Recreation Security Services Agreement. The purpose of this contract is to provide security services for two recreation centers, Civic Center East and the Community Center, as part of the city's efforts to ensure safety and security within its recreational facilities.

Work Details

The contractor will provide security services at Civic Center East (8969 Dunn Road) and the Hazelwood Community Center (1186 Teson Road) from July 20, 2026, to June 30, 2027. The contractor must supply one trained and licensed armed security personnel per shift at each facility according to the following schedule:

Civic Center East

- Saturday: 5:00 PM to 9:00 PM - Sunday: 5:00 PM to 9:00 PM - Monday: 5:00 PM to 9:00 PM - Tuesday: 5:00 PM to 9:00 PM - Wednesday: 5:00 PM to 9:00 PM - Thursday: 5:00 PM to 9:00 PM

Hazelwood Community Center

- Saturday: 5:00 PM to 9:00 PM - Sunday: 5:00 PM to 9:00 PM - Tuesday: 5:00 PM to 9:00 PM Security personnel will be responsible for access control at facility entrances, routine patrols, immediate response to security breaches or emergencies, monitoring CCTV, reporting vulnerabilities, ensuring contraband does not enter the facilities, and complying with all applicable laws. They must also maintain records such as incident reports and shift logs available for review by the City monthly.

Period of Performance

The contract period will commence on July 20, 2026, and terminate on June 30, 2027. There is an option for a one-year renewal from July 1, 2027, to June 30, 2028.

Place of Performance

The services will be performed at two locations in Hazelwood, Missouri - Civic Center East located at 8969 Dunn Road and the Hazelwood Community Center located at 1186 Teson Road.

Bidder Requirements

Bidders must submit a bid bond or cashier's check in the amount of $1,000 along with a certificate of insurance as outlined in the specifications. Bidders are required to provide a signed non-collusion affidavit and an affidavit of compliance confirming enrollment in E-Verify or another federal work authorization program. All bidders must comply with local regulations regarding nondiscrimination in employment practices.
