Transportation and Supported Family Time Services

Background

The Vermont Department for Children and Families (DCF) aims to foster the healthy development, safety, well-being, and self-sufficiency of Vermonters. The Family Services Division (FSD) specifically promotes the safety and well-being of children and youth in custody of the State. This Request for Proposal (RFP) seeks to establish contracts with individuals to provide Transportation and/or Supported Family Time Services to children, youth, and families referred for services throughout Vermont, particularly in the Bennington, Brattleboro, and Springfield districts.

Work Details

The contractor will provide the following services:

1) Standard Transportation

Transporting children/youth in State custody or referred by DCF to various locations including family time visitations, school, appointments, etc.

2) Supported Family Time Services

Creating a safe environment for children/youth to have contact with their non-custodial parents while addressing issues such as substance abuse or mental health. The contractor must document observations and guidance provided during these sessions and may be required to testify in court.

Period of Performance

The contract will begin on October 1, 2026, and will last for two years with an option to renew for up to three additional twelve-month periods.

Place of Performance

Services will be performed throughout the State of Vermont, specifically targeting the Bennington, Brattleboro, and Springfield districts.

Bidder Requirements

Bidders must hold a valid driver's license and submit a photocopy prior to contract execution. They are required to complete a background check. Additionally, contractors must carry general liability insurance and specific automotive liability insurance as outlined in Attachment C of the contract.
