Summary: Background The Bureau of Reclamation (BOR) Wyoming Area Office (WYAO), Big Horn Basin Field Office, is issuing this solicitation for weed spraying services at Buffalo Bill Dam, Diamond Creek Dike Facility, and surrounding areas. The goal of the contract is to control noxious and nuisance weeds on Reclamation lands, ensuring environmental protection and compliance with federal and state regulations. Work Details The contractor shall provide all personnel, equipment, tools, materials, incidental services, and supervision necessary to conduct a noxious weed control program through invasive species management. Specific tasks include: - Identifying target invasive species in all stages of development and distinguishing them from non-target native species. - Using herbicides based on the weed species and treatment objectives specified for individual application sites. - Completing treatments using rates indicated on the labels appropriate for site conditions. - Following all relevant application restrictions/protections to protect adjacent waters and properties. - Submitting documentation by December 31 each year detailing the number of acres treated, chemicals used, treatment dates, and locations. - Developing a comprehensive safety plan addressing contractor responsibilities for employee safety and compliance with safety regulations. Period of Performance The contract period is anticipated to be from August 1, 2026, to March 31, 2031. Place of Performance Buffalo Bill Dam and Diamond Creek Dike Facility in Wyoming. Bidder Requirements Contractors must be licensed and certified by the State of Wyoming to apply general-use and restricted-use herbicides and pesticides. They must furnish qualified personnel who are drug-free and safety-oriented with current training for herbicide application. Additionally, contractors must comply with safety standards outlined in the Reclamation Safety and Health Standards.
