Installation Energy and Water Plans (IEWP) Creation Services

Background

The State of Montana, Department of Military Affairs, is issuing this Request for Proposal (RFP) to provide Installation Energy and Water Plans (IEWP) development services for the Montana Army National Guard (MTARNG). The goal of this contract is to create comprehensive energy and water plans that align with the Army's sustainability objectives.

Work Details

The contractor will be responsible for the development of Installation Energy and Water Plans (IEWP) as specified in the Scope of Work (SOW). This includes conducting energy assessments, providing engineering and architecture services, and ensuring compliance with Department of Defense regulations. The contractor must demonstrate a thorough understanding of water/energy resilience, data analysis methodologies, and plans for integrating resilient energy sources. Additionally, the contractor will need to provide a detailed Method of Procedure including a proposed timeline, communication plan, and risk management strategy.

Period of Performance

The contract will be performed from June 3, 2026, until July 16, 2026.

Place of Performance

The services will be performed in Montana at various locations associated with the Montana Army National Guard.

Bidder Requirements

Bidders must comply with prerequisites including acknowledgment of the transition from DUNS to Unique Entity Identifier (UEI), acceptance of the State of Montana contract standards, and submission of required documentation such as references and resumes for key personnel. Bidders must also certify compliance with Executive Order No. 12-2016 regarding Equal Pay for Montana Women.
