Background The Bureau of Ocean Energy Management (BOEM) is seeking to enhance its geoscience data management capabilities in Alaska. The goal of this contract is to provide necessary personnel, materials, equipment, and software to support geoscience data management services that meet or exceed BOEM's program objectives. The agency aims to adapt to the rapidly changing landscape of information technology and data management systems by incorporating advances in technology, including cloud services. Work Details The contractor will perform various tasks under two main tasks: 1. **Geoscience Data Specialist Services**: - Organize and import raw seafloor and subsurface geoscience and geospatial data into lease- and regional-extent projects. - Create Kingdom and ArcGIS Pro projects in specified coordinate systems. - Integrate legacy projects into larger region-based projects for interpretation. - Provide user assistance for database connections and perform quality control on datasets. - Develop documentation, metadata, and process flow diagrams. - Perform database upgrades and maintenance in coordination with IT. - Support administration of virtual desktops for geoscience users. 2. **Geoscience Data Specialist and Geophysicist Interpretation Workflow Services**: - Develop workflows for managing master data and interpretation projects based on previous experience with geoscience software. - Document workflows related to golden/working project workflows to ensure organized data management for future geological interpretations. Period of Performance The contract period is expected to run from the date of award until June 30, 2027. Place of Performance The primary location for performance will be at the BOEM Alaska Office located at 3801 Centerpoint Dr., Suite 500, Anchorage, AK 99503. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract, as Resource Data was awarded contract 140M0124D0002-140M0125F0016 (GIS APPLICATIONS MAINTENANCE, DATA & SUPPORT 2025–2026) for $239,115 during 09/03/25–09/17/26. The prior work likely aligns with BOEM’s current need for geoscience data management support, including GIS application/data maintenance and ongoing data support activities. The scope described for the new effort—organizing/importing geoscience and geospatial data, maintaining database connections/projects, and supporting user workflows—appears to be a continuation of similar data and GIS support functions.
