Summary: Background The U.S. Fish and Wildlife Service (USFWS) is issuing a contract for the evaluation of soil and hazardous materials at Big Ram Lake, located within the Arctic National Wildlife Refuge (NWR). This project aims to assess potential environmental contamination due to a discovered AVGAS spill and to evaluate buildings on-site for hazardous materials such as asbestos, lead paint, and PCBs prior to their demolition. The site is remote and accessible only by float plane, necessitating careful planning for logistics and resource management. Work Details The contractor will be responsible for conducting a comprehensive soil and groundwater investigation, including the following tasks: 1) Delineate and characterize the potential AVGAS spill, identifying contaminated soil and groundwater; 2) Conduct soil and groundwater analysis for various contaminants as per ADEC guidelines; 3) Evaluate buildings for asbestos, lead-based paint, and PCB contamination; 4) Prepare detailed reports documenting findings, including remediation cost estimates; 5) Coordinate with the Alaska Department of Environmental Conservation (ADEC) for necessary permits and compliance; 6) Maintain detailed field notes and documentation throughout the project. The contractor must ensure all work adheres to federal, state, and local regulations regarding hazardous materials. Period of Performance The contract period is from June 22, 2026, to December 31, 2026. All work must be completed by the end date specified. Place of Performance The work will be performed at Big Ram Lake within the Arctic National Wildlife Refuge in Alaska.
