Background

The State of Maine's Department of Health and Human Services is seeking proposals for Random Moment Time Study (RMTS) Services. The goal of this contract is to implement a web-based tool to manage and support the RMTS process for the Office of Aging and Disability Services (OADS) and Area Agencies on Aging (AAAs). This initiative aims to accurately capture staff activities, generate reports for cost allocation, and provide ongoing training and technical support.

Work Details

The contractor will provide a web-based tool that includes the following services: - Managing staff moments - Generating quarterly samples - Notifying staff of required moments - Capturing staff activities accurately - Developing quarterly reports summarizing RMTS outcomes - Providing ongoing support including monthly reporting, technical assistance, and training webinars. The contractor will monitor responses daily, identify discrepancies, recommend changes to improve accuracy, and develop a finalized work plan within 15 days of contract initiation. Compliance with MaineIT Policies & Standards for electronic data collection systems is required, along with ensuring data security as per NIST 800-53 Rev 5. Required reports include: - Monthly OADS APS and AAA reports - Pilot RMTS report - Bi-weekly project status reports - Quarterly service reports.

The initial period of performance is from October 1, 2026, to September 30, 2030.

Services will be performed in the State of Maine.

Bidder Requirements
