Wolcott Habitat for Humanity CAP Implementation

Background

The Wolcott Habitat for Humanity Housing Project is being developed by Green Mountain Habitat for Humanity at 5204 VT Route 15, Wolcott, Vermont. The site is designated as a hazardous waste management site (#2024-5466) due to surface soil contamination with polycyclic aromatic hydrocarbons (PAHs). A Corrective Action Plan (CAP) was approved by the Vermont Department of Environmental Conservation (VT DEC) to manage the contaminated soil during the housing project redevelopment. The CAP was prepared by Stone Environmental, Inc. and dated May 19, 2025.

Work Details

The scope of work includes: 1. Clearing, grubbing, and site grading; 2. Management of PAH contaminated soil; 3. Installation of building foundation; 4. Installation of driveway expansion (contracted to GM HFH); 5. Installation of stormwater features; 6. Installation of landscape engineered barrier as per the CAP requirements. The work will be performed under two separate contracts: one with Stone Environmental for CAP implementation and another with Green Mountain Habitat for Humanity for work outside the contaminated area.

Period of Performance

The contract work is expected to commence after the mandatory site walk on June 11, 2026, and bids must be submitted by June 25, 2026.

Place of Performance

The contract will be performed at the site located at 5204 VT Route 15, Wolcott, Vermont.

Bidder Requirements

Bidders must have OSHA HAZWOPER (29 CFR 1910.120) 40-hour training. They are required to provide a Certificate of Insurance naming Stone Environmental, Inc. and Green Mountain Habitat for Humanity as additionally insured upon award. Bidders must also submit a proposed schedule to complete the work and three client references for similar projects.
