Background The Department of the Interior (DOI), Acquisition Services Directorate (AQD), Interior Business Center (IBC), is issuing this Sources Sought Notice on behalf of the Appraisal and Valuations Services Office (AVSO). The AVSO seeks Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE) to provide appraisal and valuation services for the Northern Cheyenne Sales project. The goal is to procure services that will establish an independent opinion of the market value of specific properties. Work Details The contractor will be responsible for providing market value appraisals for allotted lands as identified in the attached documents. Key tasks include: 1. Conducting a market value appraisal for fee simple estate properties, ensuring no structural improvements are included in the valuation. 2. Verifying physical and legal access to each tract as part of the appraisal process. 3. Identifying and discussing any recorded or unrecorded documents, conditions, agreements, easements, or encumbrances that may impact property value in the appraisal report. 4. Preparing an Appraisal Report that adheres to USPAP standards, including detailed property descriptions, comparable sales analysis, and necessary photographs. 5. Attending a pre-work meeting to discuss expectations with AVSO prior to property inspection. Period of Performance The targeted performance period for completion of all appraisals is 60 days from the date of contract award. Place of Performance The appraisal services will be performed on allotted lands identified in the addendum, primarily located in Montana. Bidder Requirements Bidders must be State Certified General Appraisers in good standing within their respective states where properties are located. They must possess a valid license or certification prior to accepting the assignment and must sign all reports submitted.
