Summary (Newest Update)

Background The Billings Area Indian Health Service intends to award a commercial, sole source contract to GENERAL DISTRIBUTING CO., located at 430 17TH AVE NE, GREAT FALLS MT 59404. This contract is necessary to meet the medical gas needs of the Fort Peck Service Unit, specifically for the Verne E Gibbs Health Center in Poplar, MT and the Chief Redstone Health Center in Wolf Point, MT. GENERAL DISTRIBUTING CO is identified as the only responsible source capable of fulfilling these requirements based on market research. Work Details The contractor shall deliver various medical gases bi-weekly, including Liquid Nitrogen and Oxygen Compressed. The oxygen tanks (e-tanks) must have fixed regulators. The contractor is responsible for providing bottled gas cylinders with fixed regulators and liquid nitrogen at both health centers. Deliveries will include: - Medical Oxygen e-Tanks - Liquid Nitrogen: 20 Liter Dewar The contractor must make site visits every 10 days to check inventory and monitor the number of full and empty cylinders, ensuring that full cylinders are delivered and exchanged for emptied ones on a bi-weekly basis. Period of Performance The period of performance is from November 2, 2026, to November 1, 2027, with four option years. Place of Performance Verne E Gibbs Health Center, 107 H Street, Poplar, MT 59255; Chief Redstone Health Center, 550 6th Ave North, Wolf Point, MT 59201. Bidder Requirements The contractor must comply with all applicable federal, state, and local laws regarding the delivery of hazardous materials. Additionally, they must meet all safety and CMMS accreditation standards. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on the closely related contract 75H70922P00210 awarded to General Distributing Co. for “CSU medical gas and cylinder rental services” with an aggregate obligated amount of $215,217.61 over 08/15/22–08/15/27. The prior work involves medical gas supply and cylinder rental, and the current requirement similarly calls for bi-weekly delivery of medical gases (including liquid nitrogen and compressed oxygen) with cylinder/regulator requirements at the Fort Peck Service Unit health centers, suggesting continuity of the same type of service.
