Background The Naval Surface Warfare Center (NSWC) Crane has a requirement for technical and management support services to the Environmental Program Office. This office is responsible for maintaining compliance with various environmental regulations set forth by the United States Environmental Protection Agency (USEPA), Indiana Department of Environmental Management (IDEM), Department of War (DOW), Secretary of Navy (SECNAV), Chief of Naval Operations (OPNAV), and local authorities. The goal of this contract is to provide comprehensive support to the Environmental Protection Branch within the Infrastructure Division at NSWC Crane, which includes operations at both NSWC Crane and the Lake Glendora Test Facility in Sullivan, Indiana. Work Details The contractor will provide technical and management support services that include: managing and implementing six environmental operating permits; generating and submitting environmental permit applications, modifications, and reports; performing audits of covered operations to ensure compliance with applicable permit conditions; conducting regulatory environmental inspections; overseeing environmental sampling and field/lab testing; developing regulatory agency reports; conducting industrial waste services including waste containerization and shipment for disposal; and developing and implementing an Environmental Management System on behalf of NSA Crane. Additionally, the contractor will identify and implement studies related to emerging mission activities. Period of Performance The contract will have a base period of one year plus four one-year options, totaling five years if all options are exercised. Place of Performance The work will be performed at NSWC Crane in Indiana and the Lake Glendora Test Facility in Sullivan, Indiana. Bidder Requirements This solicitation is a 100% 8(a) set-aside. Bidders must demonstrate relevant experience in environmental management and compliance with federal regulations.
