Summary (Newest Update)

Background The Bureau of Indian Affairs, Office of Justice Services (BIA-OJS), is seeking information from capable and responsible vendors to furnish and deliver perishable and nonperishable food products, beverages, paper goods, and limited foodservice supplies to support daily operations at several federal detention and juvenile transport facilities. The goal is to ensure compliance with USDA/FDA food regulations while meeting scheduled and emergency orders. Work Details Vendors must supply and deliver the following categories: - Perishable food items - Frozen foods - Meat and poultry - Dairy products - Produce (fresh fruits and vegetables) - Dry goods and shelf-stable items - Bread and bakery items - Canned goods - Pasta and grain products - Paper products - Cleaning and foodservice supplies. All products must meet applicable USDA, FDA, federal, state, and local food safety standards. Temperature-controlled items must remain compliant throughout transport and delivery. Vendors must also support menu-driven requirements and substitutions approved by authorized Government personnel. Place of Performance Deliveries are required to the following BIA-OJS facilities: - Blackfeet Adult Detention Center – Browning, MT - Fort Belknap Adult Detention Center – Harlem, MT - Wind River Detention Center – Ft. Washakie, WY - Rocky Mountain Regional Detention Center – Hardin, MT - Fort Peck Juvenile Transport Hub – Poplar, MT - Northern Cheyenne Juvenile Hub – Lame Deer, MT Bidder Requirements Interested vendors must demonstrate capability in the following areas: 1) Multisite delivery coverage across Montana and Wyoming; 2) Temperature-controlled logistics for perishable, frozen, and refrigerated goods; 3) Ability to support emergency/unscheduled deliveries; 4) Capacity to meet menu-based substitutions; 5) Ability to provide complete delivery documentation including delivery tickets, pricing, product substitutions, and shortages. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior contract 140A0425P0036 awarded to Sysco Montana for $612,541 (06/24/25–06/15/26). The prior award description indicates food service support for the Rocky Mountain District-wide detention center(s), which aligns closely with the current requirement to furnish and deliver perishable and nonperishable food products, beverages, paper goods, and limited foodservice supplies to multiple BIA-OJS detention and juvenile transport facilities.
