This is a design-build (DSN/CSN) project to remove the existing roof on Bldg. 882 and replace it with a new EPDM roof. The assigned NAICS code for this requirement is 238160 with a small business size standard of $19,000,000.00. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Project Site Visit: A site visit will be held on 09 June 2026 at 1:30 pm MDT and will be located at 7809 Goddard Drive, Bldg. 882, Malmstrom AFB, MT, 59402. All interested parties must be able to access a federal installation in order to attend the site visit. If you do not currently have the ability to access to a federal installation, please fill out, sign, and submit a Contractor Entry Authorization List (CEAL) to the contracting personnel identified in Box 7 no later than 03 June 2026.

Summary: Background This contract is issued by the United States Air Force for the design-build project to remove and replace the existing roof on Building 882 at Malmstrom Air Force Base, Montana. The goal of this project is to ensure the building's integrity and compliance with current standards by installing a new EPDM roof system. Work Details The contractor is required to perform the following tasks: 1. Conduct asbestos testing of the existing roof in compliance with MDEQ inspection requirements for renovation activities. 2. Remove all layers of the existing roof down to the existing deck, including insulation. 3. Install a new EPDM roof system rated for winds up to 90 mph or as per UFC 3-110-03 requirements, including rigid insulation that meets regional R-value requirements, a vapor barrier, Densdeck or equivalent product, and a glued down layer of EPDM. 4. Ensure that the slope of the new roof meets UFC 3-110-03 requirements and matches the direction of slopes shown in as-built drawings. 5. Properly seal around all existing penetrations and parapet walls as indicated in attached as-builts and aerial photos. Place of Performance The construction work will be performed at Building 882, Malmstrom AFB, MT 59402. Bidder Requirements Bidders must have access to federal installations to attend site visits and must submit a Contractor Entry Authorization List (CEAL) if they do not currently have access. Additionally, contractors are required to comply with health and safety regulations during work on government installations. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on FA800320D0016-FA462625F0041 awarded to B.C. Schmidt Construction for enterprise-wide roofing requirements, including roof replacement, preventative maintenance, corrective repair, and inspection/testing services (task order value $2,061,298). The prior work included replacing the roof of Building 219 at Malmstrom AFB, which is similar in scope and setting to the current design-build effort to remove and replace an EPDM roof on Building 882, including related inspection/testing and repair activities.
