Background

The State of Vermont, through the Agency of Human Services, has received a Rural Health Transformation (RHT) grant totaling $195 million for Year One of a five-year initiative aimed at enhancing rural health networks and improving healthcare delivery. The goal is to ensure that Vermonters receive timely and affordable healthcare. This specific subrecipient grant opportunity focuses on establishing a shared Human Resources Information System (HRIS) for healthcare providers in Vermont, which will centralize various HR functions and improve operational efficiency.

Work Details

The contract involves the development and implementation of a secure, HIPAA-compliant shared HRIS platform for Vermont healthcare providers. Key services include: 1. Centralizing core HR functions such as benefits administration, payroll, recruitment, onboarding, licensure tracking, and compliance management. 2. Supporting organization-specific tasks like performance evaluations and regulatory reporting. 3. Streamlining workforce management to reduce administrative costs and enhance workforce mobility. 4. Implementing a multi-stakeholder governance model for HRIS implementation. 5. Establishing functional and technical requirements aligned with Vermont’s RHT Program strategy. 6. Managing end-to-end delivery milestones including project management, system configuration, data migration, user acceptance testing, training, and change management. 7. Ensuring compliance with federal standards for security and interoperability in health information technology systems.

Period of Performance

The grant period is anticipated to extend from August 1, 2026 through September 30, 2027, lasting a total of 14 months. Year 1 funds must be fully expended by September 30, 2027.

Place of Performance

The contract will be performed within the State of Vermont.

Bidder Requirements

Eligible applicants must be provider consortiums offering shared HRIS purchasing or service opportunities for healthcare providers located in Vermont. Applicants must complete full SAM registration and possess a valid Unique Entity Identifier (UEI) to qualify for the award.
