Background

The Department of Public Safety is seeking to establish contracts with one or more companies to provide helicopter air support for the transportation of two generators to mountaintop locations in Killington, VT, and Mt. Mansfield, VT. This initiative aims to replace existing generators at tower sites that are not accessible by road.

Work Details

The contractor will provide helicopter air support to transport two Blue Star PD20-01 480V, 17 KW diesel generators with a 100-gallon base mount tank. The generators weigh 1,287 lbs total (including engine, generator, base, and removable accessories) and have dimensions of Height: 47.6”, Width: 24”, Length: 45”. The work includes: - Securely mounting the generators on pallets with appropriate hook mounts. - Loading pallets onto flatbed trucks at designated staging areas. - Conducting airlifts from the flatbed trucks to summit sites where old generators will be removed. - Providing two ground support teams for each delivery (one at the staging area and one at the summit). - Developing a safety plan and conducting project reviews of staging and tower sites. - Deploying a helicopter with sufficient load capacity and a commercial pilot with appropriate FAA credentials.

Period of Performance

The contract period will be for two years starting July 13th, 2026, with an option to renew for up to two additional twelve-month periods.

Place of Performance

The contract will be performed at two mountain summit locations in Vermont: Killington (4561 Killington Rd, Killington) and Mt. Mansfield (4410 Toll Rd, Stowe). Staging areas are identified at both base and summit locations.
