Background

The Office of Homeless Services (OHS) is the Lead Agency for the Philadelphia Continuum of Care (CoC), responsible for planning and coordinating the city's response to homelessness. The agency aims to make homelessness rare, brief, and non-recurring. OHS is seeking a qualified consultant or consulting firm to support the creation and implementation of the CoC Process for FY26. This includes assistance with the Local Competition Process and the Consolidated Application in response to HUD's Notice of Funding Opportunity (NOFO). This initiative aligns with the Philadelphia CoC's mission to effectively address homelessness in the community.

Work Details

The selected consultant will provide strategic, technical, and writing support for the development and submission of the CoC’s consolidated application under HUD's NOFO. Key tasks include: 1. **Application Strategy Support**: Guidance on overall CoC application strategy aligned with HUD priorities and scoring criteria. 2. **Implementation of Local Competition**: Aid in developing and implementing Local Competition processes for renewal and new project applications that meet HUD requirements. 3. **Review of Prior Submissions**: Analyze previous CoC applications and scoring results to identify areas for improvement. 4. **Narrative Development**: Assist in drafting, refining, and editing narrative responses for clarity and alignment with HUD requirements. 5. **Technical Assistance**: Provide ongoing support to OHS staff and CoC partners during scheduled meetings to ensure timely completion of application materials.

Period of Performance

The contract is expected to commence on June 15, 2026, and conclude on June 14, 2027, with an option for up to four additional one-year terms.

The work will be performed in Philadelphia, Pennsylvania.
