The Bergen County Utilities Authority (BCUA) is a public body established to provide essential governmental functions, including wastewater treatment and solid waste management for Bergen County, New Jersey. The BCUA operates the Little Ferry Water Pollution Control Facility (LFWPCF), which serves approximately 560,000 residents. Following Hurricane Sandy in 2012, the BCUA assessed damages and submitted multiple Project Worksheets (PWs) to FEMA for funding to restore and mitigate the facility's operations. This Request for Proposals (RFP) seeks qualified engineering consulting firms to provide Construction Management Consulting Services for the FEMA Sandy Power Supply and Plant Wide Restoration and Mitigation Project, funded through FEMA and the New Jersey Infrastructure Bank (I-Bank).
The selected engineering consulting firm will provide a range of services including: 1. Resident Engineering: Overseeing construction activities to ensure compliance with contract documents. 2. Construction Inspection: Monitoring construction work for quality assurance. 3. Contract Administration: Managing contracts and ensuring adherence to all specifications. 4. Project Controls Services: Implementing project management tools and techniques to track progress and manage risks. 5. Environmental Health and Safety Management: Ensuring safety protocols are followed during construction. 6. Coordination with regulatory agencies: Facilitating communication between contractors and relevant authorities. 7. Monthly invoicing: Preparing financial documentation for project reimbursement from FEMA and I-Bank.
The contract is expected to commence upon award in July 2026, with ongoing services required throughout the construction phase until project completion, which is anticipated within a timeframe that aligns with the construction schedule outlined in the RFP.
The work will be performed at various locations within the Little Ferry Water Pollution Control Facility (LFWPCF), located at Foot of Mehrhof Road, Little Ferry, New Jersey.
Respondents must comply with federal procurement standards as outlined in 2 C.F.R. §§ 200.317–200.327, including adherence to labor standards under the Davis-Bacon Act and New Jersey Prevailing Wage Act. Additionally, firms must demonstrate experience in construction management related to FEMA-funded projects and be familiar with requirements set forth by FEMA, NJDEP, and I-Bank.
