Background

The Urban Flood Safety & Water Quality District (UFSWQD) was established by the Oregon State Legislature in 2019 to modernize the management of levee and water conveyance systems in the Portland metropolitan area. The District aims to enhance flood safety, improve water quality, and promote sustainability while addressing climate change impacts. This RFP seeks proposals from qualified vendors for Geotechnical Analyses of the District's levee assets and facilities on an on-call, task order basis.

Work Details

The contractor will provide geotechnical engineering services including: - Technical support for repair and analysis of levees and floodwalls - Levee condition assessments - Stability, seepage, and seismic analyses - Structural and foundation assessments - Development reviews affecting federally authorized levee systems - Geotechnical investigations and reports in support of District projects - Independent geotechnical design and review of Owner-designed projects - Cost estimation services - Construction phase services including bid support, contractor inquiries, responses, and construction inspection services - Coordination for emergency response efforts and drafting support for Owner-designed projects. Each task will be authorized under a Task Order that specifies scope, schedule, deliverables, and budget.

Period of Performance

The contract term is five (5) years with options to renew for up to three (3) additional years.

Place of Performance

Services will be performed within the jurisdiction of the Urban Flood Safety & Water Quality District, which includes areas spanning North Portland, Gresham, Fairview, and Troutdale.

Bidder Requirements

Proposers must comply with insurance requirements as outlined in Attachment E. There are no pre-qualification requirements stated. Proposals must include completed Attachments B (Proposer Information Form/Certifications), C (Certification Statement), E (Insurance Requirements), F (Affidavit of Non-Collusion), and G (References).
