Background

The Oregon Department of State Lands is seeking a contractor to support its statewide Abandoned and Derelict Vessels (ADV) Program. This program aims to address the impacts of abandoned and derelict vessels on waterways. It collaborates with various state agencies, community partners, and federal entities to manage the removal and disposal of these vessels. The contractor will be responsible for ongoing services related to the removal and disposal of boats up to 40 feet in length, including sailboats, from specific locations in Multnomah, Columbia, and Clackamas Counties.

Work Details

The contractor will provide services that include: - Mobilization to designated locations such as the Willamette River, Sandy River, Columbia River, Columbia Slough, and Multnomah Channel. - Removal and disposal of various types of vessels including wood and fiberglass motorboats, sailboats, inflatable boats, paddle craft, rowboats, personal watercraft (e.g., Jet Ski), and significant portions or components of these vessels that have become marine debris. - Addressing vessels found in conditions ranging from floating to beached or aground. - Services include securing vessels to prevent worsening conditions, towing them from their location, hauling them out using operational vessels for transport over water, transporting them for overland removal, storing them as necessary for administrative processes by DSL, conducting environmental testing and abatement for pollutants, dismantling vessels into smaller pieces for disposal, and performing administrative tasks such as documentation and reporting.

Period of Performance

The contract is expected to last until June 30, 2027, with an option to renew. The total anticipated budget for the contract is up to $250,000.

Place of Performance

Services will be performed on the Willamette River, Sandy River (from RM 0 to approximately RM 26.5), Columbia River (within Multnomah County), Columbia Slough (approximately RM 96 to RM 197), and Multnomah Channel (approximately RM 12.5 to the Willamette River).

Bidder Requirements

Proposers must demonstrate experience in project management/logistical coordination relevant to the scope of work. They are required to provide a list of anticipated subcontractors along with any necessary permits or licenses required by state or local entities. Proposers must also comply with non-discrimination policies regarding employment practices.
