This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. Pursuant to 48 CFR Part 326, Subpart 326.603-3 and IHM 5.5-6, Indian Health Service must use the negotiation authority of the Buy Indian Act, 25 U.S.C. 47, to give preference to Indian Economic Enterprises (IEE) whenever the use of that authority is authorized and practicable. The Government is seeking to identify businesses capable of performing the below Indian Health Services (IHS) requirement. Any vendor responding to this notice should submit their capability statement. Instructions for submission are outlined below. Indian Small Business Economic Enterprises (ISBEEs) and other small business are highly encouraged to respond to this notice. However, firms should understand that generic capability statements are not sufficient for effective evaluation of their capacity and capability to perform the work required. Responses must directly demonstrate the company's capability, experience, and ability to provide Cardiac Monitors for the Lawton Indian Hospital in Lawton, OK. Background The Indian Health Service (IHS), a federal agency within the Department of Health and Human Services, is responsible for providing federal health services to American Indians and Alaska Natives. The mission of IHS is to raise the physical, mental, social, and spiritual health of these communities and ensure that comprehensive, culturally acceptable personal and public health services are available. The Lawton Indian Hospital (LIH) in Oklahoma requires cardiac monitoring systems to enhance healthcare services for patients presenting with chest pain and those admitted to various units within the hospital. Work Details The contractor shall provide wall-mountable and portable cardiac monitors, telemeters, interface products, installation, software, roll stands, and all necessary cables and accessories to perform ECGs, pulse oximetry, blood pressure measurement, and capnography. The product must be compatible with Cerner electronic medical record products. Specific requirements include: - Med/Surg Inpatient Unit: 1 central nurse station unit capable of monitoring 16 patients, 4 telemeters, 6 bedside monitors, 6 batteries, 6 roll stands, BP cuffs/cables/ECG accessories. - Emergency Department: 1 central nurse station capable of monitoring 16 patients, 10 bedside monitors, EtCO2 sensor, BP cuffs/cables/ECG accessories. - Post-anesthesia Care Unit: 2 bedside monitors with BP cuffs/cables/ECG accessories. - GI Lab: 1 bedside monitor with 1 EtCO2 sensor and BP cuffs/cables/ECG accessories. - Transport monitor with charging cradle and BP cuff/cable/ECG accessories. The contractor will also provide education and support during implementation and throughout the equipment's life cycle. Period of Performance The base year Period of Performance will be 12 months from date of award with four (4) twelve (12) month option years.
