The Transportation Security Administration (TSA) is pleased to announce the forthcoming TSA Gold+ procurement a transformative initiative to modernize aviation security at select U.S. airports through robust public-private partnership. TSA Gold+ will leverage industry expertise and innovation to deliver an integrated, outcome-based solution encompassing workforce, technology, and maintenance, all under TSA's rigorous regulatory oversight. This program builds on the Screening Partnership Program (SPP) and is designed to accelerate innovation, improve passenger experience, and ensure operational excellence. TSA is releasing the draft Performance Work Statement (PWS) and Evaluation Factors for industry review and feedback. We invite interested vendors, airports, and stakeholders to provide comments, questions, and suggestions. TSA Gold+ is a voluntary, opt-in model where procurement costs must not exceed the government's cost for staffing, while requiring the contractor to deliver the full scope of screening services, technology, and maintenance. Our goal is to foster true partnership with industry to deliver best-in-class security and efficiency for the traveling public. To further engage with industry and stakeholders, TSA will host a TSA Gold+ Industry Day on May 21, 2026, starting at 1:00 p.m. (hybrid format: in-person at TSA HQ and virtual attendance available). This program seeks to leverage industry expertise and innovation to deliver an integrated, outcome-based solution that encompasses workforce, technology, and maintenance under TSA's stringent regulatory oversight. TSA Gold+ builds on the Screening Partnership Program (SPP) and aims to enhance innovation, improve passenger experience, and ensure operational excellence. The TSA invites feedback from interested vendors and stakeholders on the draft Performance Work Statement (PWS) and Evaluation Factors. Work Details The contractor will be responsible for providing comprehensive screening services that meet or exceed federal standards. Key performance objectives include maintaining security screening services at levels equal to or greater than those provided by federal personnel. Specific tasks include: - Monitoring and assessing performance metrics related to security and threat detection, including daily reporting on threat detection rates and selectee find rates. - Ensuring random unpredictable screening to mitigate insider threats with specified utilization rates for TSA-approved systems. - Managing checkpoint operations with defined wait times for standard lanes and TSA PreCheck lanes, monitored in real-time. - Delivering customer service metrics such as Trust In TSA Score and Annual Customer Satisfaction Score (CSAT). - Implementing financial incentives for exceeding performance metrics and disincentives for failing to meet them, ensuring accountability in service delivery. Place of Performance The contract will be executed at select U.S. airports as designated by the TSA.
