This RFI is on behalf of Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI). THIS IS A RFI ONLY. This is not a solicitation announcement. This RFI is solely for market research, planning and information gathering purposes and is not to be construed as a commitment by the Government to issue a subsequent solicitation (Broad Agency Announcement, Request for Proposal, etc.). This RFI does not commit the Government to contract for any supply or service. ICE is currently not seeking proposals. Responders are advised that the U.S. Government will not pay any costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future solicitation. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Government and will not be returned. This RFI is seeking market research information to obtain industry feedback from qualified professionals that could provide operational solutions. It is the Government's intent to select several respondents to this RFI to present a live demonstration of their operational capabilities, platforms and data services that can support the overall need. This RFI does not constitute a solicitation, nor does it commit the Government to issue a solicitation or make an award.
Background This Request for Information (RFI) is issued by the Immigration and Customs Enforcement (ICE), specifically the Homeland Security Investigations (HSI) division. The purpose of this RFI is to gather market research information and obtain industry feedback from qualified professionals who can provide operational solutions to support ICE's mission. The agency aims to select several respondents to demonstrate their operational capabilities, platforms, and data services that align with ICE's overall needs. This RFI is not a solicitation and does not commit the Government to issue a subsequent solicitation or make an award. Work Details The contractor will be responsible for various tasks under the contract, including: 1. User Acceptance Testing (UAT) Planning: Develop UAT test plans, scenarios, and scripts aligned with business requirements within 10 business days of requirement finalization. 2. UAT Execution: Execute UAT scenarios, document results, and identify defects within the scheduled test window, ensuring 95% of UAT scenarios are executed on time. 3. Defect Management: Track, report, and retest defects until closure, ensuring all defects are logged within 1 business day of identification. 4. UAT Reporting: Provide daily reports during stand-up meetings and a final summary report per release, ensuring 100% of reports are delivered on schedule. 5. Scenario Effectiveness Analysis Report (SEAR): Conduct analysis on scenario quality and coverage with recommendations for improvement. 6. Stakeholder Engagement: Coordinate UAT activities with business users and technical teams to achieve at least 90% positive feedback from stakeholders in post-UAT surveys. 7. Program Management Support: Provide administrative support for SBAS functions including communication management, task tracking, meeting management, and strategic planning. 8. Risk Management: Develop a Risk Management Plan for SPS, SBAS, and SMU operations including inventorying risks and coordinating risk reviews. 9. Transition Plans: Submit Transition-In and Transition-Out Plans detailing all necessary activities for service transition without disruption. Period of Performance The period of performance includes a two-month transition-in period followed by a ten-month base period with two optional one-year periods. Place of Performance The majority of work will be performed at DHS and ICE facilities in the National Capital Region (NCR), specifically at 2070 Chain Bridge Road, Tysons Corner, VA.
