Consultant Support Services for Silverliner VI Rail Cars Procurement Project

Background

The Southeastern Pennsylvania Transportation Authority (SEPTA) is seeking proposals for Consultant Support Services related to the procurement of Silverliner VI Rail Cars. The goal of this contract is to provide expert consultancy to assist SEPTA in the acquisition process, ensuring that all technical and cost aspects are thoroughly evaluated and aligned with SEPTA's requirements.

Work Details

The consultant will be responsible for providing services as detailed in Attachment 2, 'Scope of Services.' This includes interpreting project objectives, developing a project organization chart, providing resumes of key personnel, and ensuring compliance with all applicable Federal, State, and Local laws. The consultant must submit a Technical Proposal and a separate Price Proposal. The Technical Proposal will include a statement of understanding of the project objectives, qualifications of the project team, and a detailed description of services to be provided. The Price Proposal must detail the costs associated with performing the required scope of services.

Period of Performance

The contract will be performed over a period not exceeding 3,650 calendar days from the effective date stated in SEPTA's written Notice to Proceed.

Place of Performance

The services will be performed at locations designated by SEPTA within its operational area.

Bidder Requirements

Proposers must comply with Disadvantaged Business Enterprise (DBE) requirements as outlined in Attachment 6. No specific DBE goals have been established for this procurement; however, if a DBE subcontractor is used, proper documentation must be included with the Technical Proposal. Proposers must also provide certifications regarding lobbying and compliance with immigration reform as per Attachments 5 and 9.
