Summary (Newest Update)

Background The Department of the Army, Army Contracting Command - Rock Island (ACC-RI), is negotiating a sole source, firm-fixed-price contract with Bayer CropScience for the procurement of White Phosphorus. This procurement is essential to support ongoing mission requirements at Pine Bluff Arsenal (PBA). Bayer CropScience is the only remaining domestic producer of elemental phosphorus, making them the sole source for this critical military material. The contract aims to ensure a secure and resilient supply chain while mitigating national security risks associated with reliance on foreign entities for mission-essential materials. Work Details PBA requires Bayer CropScience to provide Grade 2 White Phosphorus (WP), which is critical due to its pyrophoric nature that allows it to spontaneously ignite upon contact with oxygen. This property makes it effective for creating smoke screens, marking targets, and providing incendiary effects. The proposed contract will be a five-year Indefinite Quantity Indefinite Delivery (IDIQ) with an estimated total value of $5,637,600.00, including options. PBA plans to procure up to a specified quantity of WP per year over the course of the five years. The contract includes four 12-month evaluated options. Period of Performance The period of performance includes a base period and four additional 12-month evaluated options, totaling five years. Place of Performance The products will be delivered to Pine Bluff Arsenal located in Pine Bluff, AR.
