Landscaping Maintenance Services

Background

Clackamas County, through its Board of County Commissioners, is seeking proposals for Landscape Maintenance Services. The Transportation Maintenance Division manages six different zones requiring landscaping services adjacent to major roadways. The goal of this contract is to ensure the maintenance of landscaped areas in compliance with state and local regulations, while promoting safety and aesthetic quality in public spaces.

Work Details

The Contractor will provide all necessary materials, tools, supplies, fertilizers, pesticides, labor, equipment, and vehicles for landscape maintenance and temporary traffic control in designated Right of Way (ROW) areas. Specific tasks include: - Tree, shrub, and plant maintenance - Weed and pest control - Ensuring sidewalks and curbs are free from obstructing vegetation - Maintaining a safe work environment - Procuring necessary permits - Adhering to industry best practices Work must be performed during daylight hours Monday through Friday, excluding holidays. Compliance will be assessed based on proper pruning techniques, weed removal frequency (every two weeks), raking out landscape areas monthly, and adherence to safety standards.

Period of Performance

The contract term will commence on July 1, 2026, and conclude on June 30, 2031.

Place of Performance

The services will be performed in various landscaped areas managed by Clackamas County’s Transportation Maintenance Department across six designated zones.

Bidder Requirements

Proposers must have a minimum of five years of experience in landscape maintenance and pesticide application. They are required to hold an Oregon Landscape Contracting Business License and a current Oregon Department of Agriculture Commercial Pesticide Business License for personnel assigned to the project. Proposals must include a detailed list of equipment to be used, personal protective equipment provided to field staff, and references from similar clients.
