MMCAP (Minnesota Multistate Contracting Alliance for Pharmacy) is a governmental cooperative serving thousands of state and local government facilities across the United States. Operated by the State of Minnesota's Department of Administration’s Office of State Procurement, MMCAP aims to leverage collective purchasing power to provide medical supplies, equipment, and related services to its members. The annual purchasing power averages $300 million across approximately 8,000 actively purchasing members. This RFP seeks qualified full-line distributors to supply a comprehensive catalog of medical supplies and services to all MMCAP members.
Responders are expected to provide a full range of medical supplies including but not limited to: gloves, personal protective gear, needles, syringes, wound care products, patient point-of-care testing supplies, specimen collection items, hospital furnishings, breast pumps, surgical instruments, and more. In addition to products, responders should offer services such as third-party logistics, strategic storage solutions, white glove delivery and installation services, direct-to-patient shipping services, equipment maintenance and repair services, software solutions, and custom kitting options. Pricing will be categorized into Core products (fixed pricing for at least one year), Non-Core products (minimum discount offered), and MMCAP Products (items awarded directly to manufacturers). Responders may subcontract as necessary but must comply with RFP requirements.
The contract will have an initial term of four years with an option for up to three additional years of extensions as determined by MMCAP.
The contract will be performed across the United States as it serves all MMCAP members.
Responders must meet several qualifications including: submission of a complete proposal by the due date; having a secure online product ordering system; ability to supply at least twenty states; maintaining chargeback relationships with manufacturers; demonstrating domestic operations for at least four years with monthly sales averaging $2 million; and serving at least 750 active ship-to locations monthly during that period.
